I think its important to have these time trial stages, and they are a great addition to the race, yet they need to be constructed carefully. If its too flat, then the pure specialists will dominate, yet too hilly and its another gc day. But I also think they should not come at the expense of exciting breakaway stages, as I and many could argue those are the most interesting of the race. In total, more tt km's are a good thing, but need to be handled very carefully.
Even with Pogacar is on the start line, there are still many stages that can be interesting and other battles within the race, like the green or white jerseys. And stages like 4, 9, 13, 17, and 21 of the Tour de France are exciting to watch, regardless if Pogacar is racing to win them or not.
